Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Chapter 9 of Title 24.2 an article numbered 4.1, consisting of a section numbered 24.2-928.1, as follows:

Article 4.1.
Prohibited Contributions.

§ 24-2-928.1. Prohibited contributions from casino gambling interests.

No person who is the applicant for or holder of a casino gambling license in any state, nor any holding, intermediary or subsidiary company thereof, nor any officer, director, or employee of such applicant, licensee or holding, intermediary or subsidiary company, nor any person or agent on behalf of any such applicant, licensee, holding, intermediary or subsidiary company, or officer, director or employee, shall make any contribution, directly or indirectly, to any candidate for nomination or election to any office subject to the provisions of this chapter or to any candidate's campaign committee or any political committee as defined in § 24.2-901. No candidate, campaign committee, or political committee shall accept any such contribution. Any person who violates this section shall be subject to the penalties provided in § 24.2-929; and, in addition, any person, who knowingly makes or accepts any contribution in violation of this section shall be subject to a civil penalty equal in amount to twice the amount of the prohibited contribution. This civil penalty shall be enforced as provided in § 24.2-929.
