Each state contract which, in the aggregate or the sum of all phases in a twelve-month period, is expected to exceed $200,000 shall contain a provision requesting the contractor to give priority consideration in filling vacancies in positions funded by the contract to Virginia recipients of aid to families with dependent children (AFDC) who are (i) qualified to perform the work required by the contractor under the terms of the contract and (ii) identified to the contractor by local social services agencies as available for employment.
