Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 33.1-123.1 as follows:

§ 33.1-123.1 Employment of persons or firms; certificates of title.

The Department may employ persons or firms to provide certificates of title to the Department for property interests being acquired by the Department for the construction and improvement of highways. Such services shall be procured in accordance with the Virginia Public Procurement Act (§ 11-35 et seq.).
