WHEREAS, the citizens of the Commonwealth have long recognized the need for a strong system of higher education that emphasizes the art of teaching; and

WHEREAS, pressing administrative and research responsibilities compete for faculty time, increasing the reliance on graduate students to instruct and assist students in their academic pursuits; and

WHEREAS, the reputation of the faculty of a college or university may be a critical factor in a student's decision to attend the institution; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring , That the State Council of Higher Education for Virginia be requested to study the adequacy of time dedicated to classroom instruction by faculty at Virginia's institutions of higher learning. The Council shall collect and compile information to determine the amount of time devoted to classroom instruction, independent research, and administrative responsibilities. The Council shall determine the ratio of funds allocated for direct educational support and administrative or research-related outlays.

All agencies of the Commonwealth shall provide assistance to the Council, upon request.

The Council shall complete its work in time to submit its findings and recommendations to the Governor and the 1997 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents.
