AMENDMENT IN THE NATURE OF A SUBSTITUTE

Directing the Commission on Early Childhood and Child Day Care Programs to study the child day care fee system.

WHEREAS, there are numerous types of subsidized child day care programs with varying funding sources and eligibility requirements; and

WHEREAS, day care programs funded by Title IV-A of the Social Security Act include AFDC/Working parent, AFDC Education and Training, Transitional, and Fee System/At-Risk; and

WHEREAS, day care programs funded by the Child Care and Development Block Grant include Fee System/Block Grant and Head Start Wrap-Around, and in addition, the United States Department of Agriculture funds the Food Stamp Employment and Training program; and

WHEREAS, the different types of care are confusing for parents and providers alike; and

WHEREAS, in order to be productive workers, parents need assurance that consistent day care will be available for their children, and parents also need to know what their day care payments will be in order to budget; and

WHEREAS, children need consistency in their daily routine and day care arrangements in order to develop feelings of security; and

WHEREAS, day care arrangements that are frequently disrupted reduce business productivity and increase family stress as well as adversely affecting the emotional development of children; and

WHEREAS, the Commonwealth benefits from having low income parents working towards self-sufficiency; and

WHEREAS, although many of the requirements regarding subsidized day care are federal requirements, states do have flexibility and decision-making power in some areas; now, therefore be it

RESOLVED by the House of Delegates, the Senate concurring, That the Commission on Early Childhood and Child Day Care Programs be directed to study the child day care fee system. The Commission shall examine the various types of subsidized day care available for low-income working and public assistance families, including program eligibility and fee requirements, and determine whether fees are reasonable and equitable. The Commission shall recommend ways to improve the availability, accessibility and equity of the subsidized day care system for Virginia's families.

All agencies of the Commonwealth shall provide assistance to the Commission, upon request.

The Commission shall complete its work in time to submit its findings and recommendations to the Governor and the 1997 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents.
