Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 15.1-132.1:1 as follows:

§ 15.1-132.1:1. Reimbursement of expenses associated with certain illegal drug activities.

Any county, city or town may provide by ordinance that any person who is convicted of a crime related to the possession or distribution of narcotics, dangerous drugs or controlled substances may be liable in a separate civil action to the county, city or town for the expenses thereof, in an amount not to exceed $1,000 in the aggregate for a particular incident occurring in such county, city or town. As used in this section, "expenses" includes all costs of providing law-enforcement services. The provisions of this section shall not limit any remedy available to the Commonwealth or any locality to seize assets in connection with the distribution of narcotics, dangerous drugs or controlled substances.
