SUMMARY:

In-state tuition for certain students. Authorizes the Virginia Community College System (VCCS) to charge reduced tuition for out-of-state students living within a 30-mile radius of a Virginia institution and enrolled in a VCCS institution if the student is a resident of and would be entitled to in-state tuition in a state contiguous to Virginia that has a similar reciprocal arrangement for students from the Commonwealth. This measure seeks to address situations such as that of Virginia Highlands Community College, located in Abingdon, near the Tennessee/Virginia border. A sunset clause sets a July 1, 1998, expiration date. Current Virginia law (§ 23-7.2) allows institutions to charge in-state tuition for certain out-of-state students from states participating in the Southern Regional Education Compact and offering reciprocal arrangements to Virginia students. This measure is identical to HB 1830.
