SUMMARY:
In-state tuition for certain students. Authorizes the Virginia Community College System (VCCS) to charge reduced tuition for out-of-state students enrolled in a VCCS institution if the student resides within 30 miles of the institution and is a resident of and would be entitled to in-state tuition in a state contiguous to Virginia that has a similar reciprocal arrangement for students from the Commonwealth. A sunset clause provides for the expiration of the bill on July 1, 1998. Current Virginia law (§ 23-7.2) allows institutions to charge in-state tuition for certain out-of-state students from states participating in the Southern Regional Education Compact and offering reciprocal arrangements to Virginia students. This measure is identical to SB 839.
