Commission on Local Government Responsibility and Taxing Authority. Provides for a 25-member blue ribbon panel to study government service responsibilities and revenue resources available to government to meet its responsibilities in an efficient manner, excluding the business, professional and occupational license tax as a local source of revenue. Requires a timetable and framework for implementing changes through uniform and equitable administrative procedures.
