Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 8.01-38.2 as follows:

§ 8.01-38.2 Liability for selling alcoholic beverages to a person under 21 years of age.

Any person, who negligently or recklessly sells and alcoholic beverage as defined in § 4.1-100, to a person who the seller knows was under twenty-one years of age, shall be liable for death of or injuries to any person, or for the property damage resulting from resulting from and caused by the purchaser's consumption of alcoholic beverages.
