WHEREAS, often, during the school year, local school divisions close the public schools due to inclement and severe weather conditions, power failures, and emergencies; and

WHEREAS, early school closings often occur with little or no advanced warning to parents; and

WHEREAS, this situation is problematic for parents, students, schools, and community organizations which may provide care and supervision of children after school; and

WHEREAS, the problem is exacerbated because, today, many very young children attend pre-school, kindergarten, and other early childhood programs offered in the schools, and must often go home alone to long hours without proper adult supervision; and

WHEREAS, parents who work during the day are often unaware of early school dismissals and that their children may be home alone, and working parents who are made aware of such closings frequently are unable to arrange for the care of their children while at work; and

WHEREAS, it would be beneficial to students, their parents, and the school if a plan for notifying parents of early dismissal were established, and appropriate alternatives for the care and supervision of children during these times were developed; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the Board of Education establish and implement guidelines for local school boards on early school dismissals. The Board is requested to consider in its deliberations a process for notifying parents of early school closings, the impact on school bus transportation, and appropriate alternatives to caring for children until they can be taken home safely.

The Board shall complete its work in time to submit its findings and recommendations to the Governor and the 1996 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for processing legislative documents.
