1995 SESSION
WHEREAS, Raymond M. Spaugh, a Portsmouth printer and a highly successful Little League baseball coach for nearly three decades, died on November 18, 1994; and
WHEREAS, a native of Charlotte, North Carolina, Ray Spaugh began coaching Little League baseball in Portsmouth in 1957; and
WHEREAS, Ray Spaugh's most successful team, the 1975 Olive Branch Senior League All-Stars, came within one game of the Little League World Series, winning the district, state, and division titles before losing in the Southern Region championship game; and
WHEREAS, a highly respected and beloved figure in the Portsmouth community, Ray Spaugh was named Sportsman of the Year in 1975 by the Portsmouth Sports Club; and
WHEREAS, Ray Spaugh's success as a coach was not limited to winning, as he found gloves, shoes, and other equipment for those boys who needed them, paid registration fees for those who could not afford them, and taught all of his teams to play baseball as it should be played; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly mourn the passing of a devoted and caring citizen of Portsmouth and the Commonwealth, Raymond M. Spaugh; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Raymond M. Spaugh as an expression of the General Assembly's respect for his memory.
