Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 8.01-226.4 as follows:

§ 8.01-226.4. Civil immunity when participating in certain volunteer legal assistance programs.

Any person (i) providing counseling or investigative services in connection with a "pro bono hotline" program of the Virginia Bar Association' Young Lawyers Division for a client or potential client of any legal aid organization within the Commonwealth which is funded by the Legal Services Corporation or (ii) performing duties as a member or agent of the Pro Bono Hotline Committee of the Virginia Bar Association's Young Lawyers Division, shall be immune from civil liability for or resulting from any act, omission, decision, communication, finding, opinion or conclusion done or made in good faith and without malicious intent in connection with those activities.

The Virginia Bar Association and its officers, directors, employees, servants and agents shall be immune from civil liability for any acts or omissions made or done in good faith and without malicious intent in connection with (i) any "pro bono hotline" program established by the Young Lawyers Division and any legal aid agency funded by the Legal Services Corporation and (ii) any activities of the Pro Bono Hotline Committees or their members or agents.
