Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Article 1 of Chapter 6 of Title 63.1 a section numbered 63.1-93.1 as follows:

§ 63.1-93.1. Fuel Assistance Program.

Payments made to vendors on behalf of fuel assistance recipients shall be at the lowest price or at the same price charged to customers who pay with cash.
