SUMMARY:
Fuel Assistance Program. Requires payments on behalf of fuel assistance recipients to be at the lowest price or the price that the vendor charges to customers who pay with cash. Some fuel vendors use a two-tiered pricing system, charging one price for credit and a lower price for cash. Because the vendors must bill the Department of Social Services for fuel delivered to eligible fuel assistance recipients, they charge the higher "credit" price. As a result, the recipient receives less fuel than he would otherwise receive at the lower price, reducing the effect of the program.
