Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 2.1-483.1:2 as follows:

§ 2.1-483.1:2. Rules and regulations for preferential system of grading bids.

The Division shall prescribe rules and regulations which establish a preferential system of grading bids to ensure that areas of the Commonwealth where the unemployment rate is more than five percent above the state average are awarded contracts for capital construction projects procured through the Division. The point preference given such locality shall be equal to the difference between the state unemployment average and that of the locality.
