SUMMARY:
Division of Engineering and Buildings; grading bids. Requires the Division of Engineering and Buildings to prescribe rules and regulations which establish a preferential system of grading bids to ensure that areas of the Commonwealth, where unemployment is more than five percent above the average unemployment for the Commonwealth, are awarded contracts for capital construction projects procured through the Division. The point preference given such locality shall be equal to the difference between the state unemployment average and that of the locality.
