Be it enacted by the General Assembly of Virginia:

1. § 1. That any licensed physician who is a participating member in the Williamsburg Area Medical Assistance Corporation, and who in the course of his professional practice issues a prescription for a controlled substance for medicinal or therapeutic purposes to any patient to whom he has rendered medical care or treatment, may issue such prescription on vouchers prescribed by the Williamsburg Area Medical Assistance Corporation for the dispensing of such controlled substances or on vouchers prescribed by the licensed pharmacist of the private, nonprofit Williamsburg Area Medical Assistance Corporation, as may be created. The Williamsburg Area Medical Assistance Corporation may honor such vouchers upon presentation by the patient with whom the physician has a bona fide physician-patient relationship and when the drug control identification number and the signature of such physician is properly fixed thereon.

§ 2. The Williamsburg Area Medical Assistance Corporation, upon its creation as a private, nonprofit organization pursuant to § 501 (c) (3) of the U. S. Internal Revenue Code, and upon the employment of a licensed pharmacist, shall be eligible to purchase controlled substances pursuant to the regulations of the Department of General Services governing such purchases the same as local health departments, and to dispense controlled substances pursuant to the regulations of the Board of Pharmacy upon presentation of a voucher of the Williamsburg Area Medical Assistance Corporation for the patient with whom the physician has a bona fide physician-patient relationship and when the drug control identification number and the signature of such physician is properly fixed thereon.

§ 3. The Williamsburg Area Medical Assistance Corporation shall be authorized to accept the volunteer services of any licensed physician, licensed pharmacist, registered and licensed practical nurse, or other health care provider, and to apply for, accept, or expend gifts or donations from public or private sources to enable the organization to execute its objectives.
