Be it enacted by the General Assembly of Virginia:

1. § 1. That if the enactment of Chapters 1 and 2 of the Acts of Assembly of 1994, Special Session II, results in the expansion of existing or the construction of new correctional facilities, the Department of Corrections is hereby authorized to enter into contracts with corporations, partnerships, or individuals to purchase water or wastewater treatment services or both for such facilities.
