Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 2.1-441.1 as follows:

§ 2.1-441.1. Rules and regulations as to preferential system of grading bids.

The Division shall prescribe rules and regulations which establish a preferential system of grading bids to ensure that areas of the Commonwealth, where unemployment is more than one percent above the average unemployment for the Commonwealth based on Virginia Employment Commission figures, are awarded contracts for goods and services procured through the Division. The point preference given such locality shall be equal to the difference between the state unemployment average and that of the locality.
