SUMMARY:
Administration of the government; Division of Purchases and Supply; grading bids. Requires the Division of Purchases and Supply to prescribe rules and regulations to establish a preferential system of grading bids to ensure that areas of the Commonwealth, which have more than one percent unemployment above that of the Commonwealth as a whole, are awarded contracts for goods and services procured through the Division.
