Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 20-13.01 as follows:
§ 20-13.01. Applicants for license to file physician's statement; serological tests; informing parties of results.
A. Any person who applies for a license to marry in this Commonwealth shall file with the clerk a statement from a physician who is licensed to practice the healing arts in this Commonwealth that a serological test to detect evidence of syphilis and gonorrhea has been administered. No license shall be issued without such physician statement for both parties applying for the license.
B. If any serological test detects the presence of syphilis or gonorrhea in the applicant, the physician, in writing or in person, shall inform both such persons for whom the license is desired of the result of such test or tests, the nature of the disease, and the possibilities of transmitting the disease to the marital partner of such person and to their children.
