SUMMARY:
Continuation of HJR 494. Continues the joint subcommittee studying the utilization of the private sector to assist local governments in meeting their solid waste management and recycling needs. The current areas of study are continued and four additional topics are to be reviewed. The new topics are: (i) compensation systems for private entities displaced by government assuming control of solid waste service, (ii) revision of the Virginia Water and Sewer Authorities Act to be more applicable to solid waste management, (iii) the benefits and detriments of governmental control of the flow of solid waste, and (iv) options available to fairly distribute the costs of local solid waste management facilities while encouraging the use of the private sector.
