SUMMARY:
A. L. Philpott Manufacturing Research Center. Changes the Center's name to the A. L. Philpott Manufacturing Center; adds five additional citizen members and the Secretary of Commerce and Trade (formerly the Secretary of Economic Development) to the Center's governing board; and makes certain technical amendments The University of Virginia Center for Public Service is authorized to provide staff support. These amendments are intended to facilitate the receipt of federal grant funds which have already been awarded. The A. L. Philpott Manufacturing Center, serving an economically stressed area of Virginia, is charged with various responsibilities for retraining of displaced workers and developing manufacturing technologies. This bill is the companion bill for SB 64. Pursuant to the emergency clause, this bill will become effective upon signing.
