HB 131 Water and sewer liens against real property.

SUMMARY:

Liens against real property. Adds Rockingham County to the list of those counties which may by ordinance provide that water and sewer charges shall be a lien against the real estate served. The section is also expanded to provide that where residential real estate is involved, no lien shall attach unless (i) the user of the services is also the owner of the real estate, or (ii) the owner of the real estate negotiated the agreement by which the services were provided to the property.
