1994 SESSION
WHEREAS, recent defense reductions and the successful end to a number of international military conflicts have prompted many individuals to retire from military service; and
WHEREAS, many of these individuals possess valuable knowledge and experience in a wide range of subjects, including the applied sciences and technology, and their expertise might enhance the quality of educational offerings not only in the public schools but also in Virginia's two-year and four-year institutions of higher education; and
WHEREAS, while many military retirees may wish to supplement their experience with additional formal educational pursuits, others may choose to enhance their skills through employment that is directly related to their previous training; and
WHEREAS, regulations of the Board of Education govern issuance of provisional and technical professional licenses to those individuals who do not meet requirements for a collegiate professional license as a teacher in the public schools, and the board of visitors or other governing body of institutions of higher education are empowered to employ faculty at their respective institutions; and
WHEREAS, projected enrollment increases have challenged many institutions, whether public elementary and secondary schools or colleges and universities, to examine innovative methods of providing the highest quality instruction to students; and
WHEREAS, while the increasing pool of military retirees may prove to be an invaluable teaching resource, more study is necessary to assess further study of current licensing and employment requirements to develop appropriate recommendations for any change; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the State Council of Higher Education for Virginia be hereby requested to study the effects of reductions in the military force on future enrollments in higher education and the feasibility and appropriateness of employing former military personnel as K-12 and collegiate faculty in the Commonwealth. The State Council shall consult with representatives of the Board of Education, the Commonwealth's public and private institutions of higher education, military organizations, and other state agencies as it deems appropriate.
The study shall include, among other things, a review of current employment and licensure requirements for persons employed as instructional personnel in the public schools and in institutions of higher education; consideration of enrollment projections at Virginia's public institutions; a survey of the employment of military personnel as instructors by educational institutions in other states; and any recommendations for the employment of these individuals as teachers in the Commonwealth.
The State Council of Higher Education for Virginia shall provide staff support for the study. All agencies of the Commonwealth shall provide assistance to the State Council, upon request.
The State Council shall complete its work in time to submit its findings and recommendations to the Governor and the 1995 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents.
