16104593DBe it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding in Article 4 of Chapter 3 of Title 32.1 a section numbered 32.1-92.3 as follows:
§ 32.1-92.3. Crohn's disease, colitis, and other inflammatory bowel disease; issuance of identification cards; information to be made available on website.
A. The Department shall develop a process for issuing, upon application, payment of a fee in an amount determined by the Board, and submission of evidence satisfactory to the Department indicating that the individual has been diagnosed by a health care provider as having Crohn's disease, ulcerative colitis, or any other inflammatory bowel disease, an identification card stating that the holder of such card has been diagnosed with Crohn's disease, ulcerative colitis, or any other inflammatory bowel disease and that, as a result, the individual may require emergency access to restroom facilities due to his medical condition. Such cards shall also include a statement that information about such diseases and conditions, the symptoms and treatment thereof, the needs of individuals diagnosed with any such disease or condition, and the purpose of identification cards issued to individuals diagnosed with any such disease or condition is available on the Department's website, together with information about how to access such website.
B. The Department shall develop and make available to the public information about Crohn's disease, ulcerative colitis, or any other inflammatory bowel disease, including (i) information about the symptoms of and treatment options for such diseases and conditions, (ii) the need for emergency access to restroom facilities for individuals with any such disease or condition, and (iii) the issuance of identification cards for individuals with any such disease or condition.
C. The Department may enter into an agreement with a public or private entity for the issuance of identification cards in accordance with subsection A.
