Be it enacted by the General Assembly of Virginia:

1. That § 46.2-627 of the Code of Virginia is amended and reenacted as follows:

§ 46.2-627. Fee for certificate of title; use in special fund.

The fee to be paid to the Department for the issuance of each original certificate of title shall be ten dollars. The fee to record a supplemental lien and issue a new title shall be six dollars. All fees collected under the provisions of this section, with the exception of those fees collected for off-road motorcycles and all-terrain vehicles pursuant to § 46.2-644.1, shall be paid into the state treasury and set aside as a special fund to be used to meet the expenses of the Department.

All fees collected pursuant to this section for certificates of title issued pursuant to § 46.2-644.1 shall be deposited to a nonreverting fund to be used for the operation and maintenance of trail systems dedicated to the use of all-terrain vehicles and off-road motorcycles pursuant to § 15.2-6016.
