13100691DBe it enacted by the General Assembly of Virginia:
1. § 1. That no state agency or political subdivision of the Commonwealth shall adopt or implement policy recommendations that infringe or restrict private property rights without due process and that are related to the sustainable development policy recommendations originating in or traceable to the United Nations Rio Plus 20 Summit held in Rio de Janeiro in June 2012.
§ 2. No state agency or political subdivision of the Commonwealth shall enter into a contract for services with, pay any money to, or receive any money from any nongovernmental entity associated with or assisting in the implementation of the sustainable development policy recommendations originating in or traceable to the United Nations Rio Plus 20 Summit held in Rio de Janeiro in June 2012.
§ 3. For the purposes of this act:
"State agency" means any authority, board, department, instrumentality, institution, agency, or other unit of state government. The term shall not include any county, city, or town or any local or regional governmental authority.
"Sustainable development" means development that meets the needs of the present without compromising the ability of future generations to meet their own needs and is seen as the guiding principle for long-term global development. "Sustainable development" includes economic development, social development, and environmental protection.
