Be it enacted by the General Assembly of Virginia:

1.  That the Code of Virginia is amended by adding a section numbered 38.2-1867.1 as follows:

§ 38.2-1867.1. Mailing materials.

Prior to mailing printed educational materials to agents enrolled in approved continuing education courses, an instructor shall mail to each such agent a postcard that provides the agent with the option to either (i) download the educational materials from the Internet or (ii) request the instructor to mail the printed educational materials to him.
