Be it enacted by the General Assembly of Virginia:

1.  That the Code of Virginia is amended by adding in Chapter 12 of Title 2.2 a section numbered 2.2-1209 as follows:

§ 2.2-1209. Implementation of management-to-staff ratios.

A. The Department shall develop procedures for the implementation of the management-to-staff ratio schedule for state agencies in the executive branch established in this section.

B. Beginning July 1, 2010, no state agency in the executive branch of state government that employs more than 100 full-time equivalent employees shall employ more than one full-time employee in a management position for every nine full-time employees in nonmanagerial staff positions.

C. Beginning July 1, 2011, no state agency in the executive branch of state government that employs more than 100 full-time equivalent employees shall employ more than one full-time employee in a management position for every 10 full-time employees in nonmanagerial staff positions.

D. Beginning July 1, 2012, no state agency in the executive branch of state government that employs more than 100 full-time equivalent employees shall employ more than one full-time employee in a management position for every 11 full-time employees in nonmanagerial staff positions.
