A. Amounts for Information Technology Development and Operations represent an internal service fund and shall be paid solely from revenues derived from charges for services. The estimated cost for Network Services -- Data, Voice, and Video is $79,142,426 the first year and $79,142,426 the second year, for Data Center Services is $67,260,303 the first year and $67,260,303 the second year, for Desktop and End User Services is $118,218,086 the first year and $118,218,086 the second year, and for Computer Operations Security Services is $7,380,773 in the first year and $7,380,773 the second year.

B. Political subdivisions and local school divisions are hereby authorized to purchase information technology goods and services of every description from the Virginia Information Technologies Agency and its vendors, provided that such purchases are not prohibited by the terms and conditions of the contracts for such goods and services.

C. Also included in the amounts for Network Services – Data, Voice, and Video are funds from the Acquisition Services Special Fund which is paid solely from receipts from vendor information technology contracts. These funds will be used to finance procurement and contracting activities and costs unallowable for federal fund reimbursement.

D. The Chief Information Officer (CIO) shall work with the Secretaries of Technology and Finance and the Department of Planning and Budget to identify strategies to reduce technology and telecommunications rates and service fees, particularly in regards to overhead service charges. These strategies should include opportunities to reduce the number of retained employees and to establish standards for hardware, such as the number of printers per employees and using docking stations instead of laptops and desktops. The CIO shall fold any identified strategies into the report required in § 2.2-2013, Code of Virginia.
