SUMMARY AS PASSED SENATE: (all summaries)

Virginia Waste Management Plan.  Requires the Department of Environmental Quality to prepare a statewide waste management plan that includes: (i) measurable goals and minimum recycling rates on a per capita basis over a 20-year period with interim goals set at five-year intervals; (ii) procedures by which goals and minimum recycling rates may be examined periodically to reflect changing circumstances such as new technologies; (iii) prioritized strategies to achieve goals and minimum recycling rates; (iv) mechanisms to evaluate the efficiency and success of such strategies that have been adopted; and (v) recommendations for legislative changes needed to implement the goals and minimum recycling rates set forth in the plan. The plan will be developed in consultation with affected stakeholders and submitted to the General Assembly no later than September 1, 2012. The provisions of this act will not become effective unless a private donation of funds effectuating its purpose is received by the Department of Environmental Quality no later than March 1, 2011.
