A BILL to amend the Code of Virginia by adding a section numbered 2.2-2686.1, relating to the Council on Virginia's Future; assessment of the impact of prescription drug abuse.

Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 2.2-2686.1 as follows:

§ 2.2-2686.1.  Additional duty related to assessing the impact of prescription drug abuse.

The Council shall assess the impact of prescription drug abuse on the Commonwealth including the mortality rates experienced in individual communities and the effect on employees of the Commonwealth.

The Council shall submit a report to the Governor and the General Assembly on the results of its assessment by November 30 of each year.

2.  That the Council on Virginia's Future shall work with the following individuals and entities to carryout out the provisions of this act: (i) community treatment providers possessing experience with treating persons addicted to prescription pain medication, (ii) Commissioners of the Department of Health and the Department of Mental Health, Mental Retardation and Substance Abuse Services, (iii) Chief Medical Examiner, (iv) a representative of the Advisory Committee on the Prescription Monitoring Program of the Department of Health Professionals, (v) Superintendent of the State Police, (vi) Director of the Department of Criminal Justice Services, (vii) Executive Director of the Virginia Community Health Care Association, (viii) Secretary of Commerce and Trade, (ix) Director of the Virginia Employment Commission, (x) the Governor's Chief Workforce Development Officer, and (xi) Virginia Workforce Council.

3.  That the provisions of this act shall expire on July 1, 2011.
