Be it enacted by the General Assembly of Virginia:

1.  § 1. The Department of Health shall be authorized to issue to the manufacturer of any product defined as a "cosmetic" in the Federal Food, Drug And Cosmetic Act, 21 U.S.C. 301 (i), a certificate of free sale to allow the export of such products.

2. That an emergency exists and this act is in force from its passage.

3.  That the provisions of this act shall expire on July 1, 2009.
