SUMMARY AS INTRODUCED:
Certificate of free sale; Department of Health. Grants the Department of Health authority to issue certificates of free sale to the manufacturer of any product defined as a "cosmetic" in the Federal Food, Drug And Cosmetic Act, 21 U.S.C. 301 (i) to allow the export of such products. This bill contains an emergency clause, and expires on July 1, 2009.
