SUMMARY AS PASSED:
Used motor oil, other fluids for automotive maintenance, and oil filters; statewide recycling program. Strengthens and broadens the current recycling program for used motor oil and used oil filters to include all automotive maintenance fluids and to require that the Department of Environmental Quality maintain a toll-free hotline number and website for consumers that choose to properly dispose of used motor oil, other fluids for automotive maintenance, and oil filters.
SUMMARY AS PASSED SENATE:
Used motor oil; annual survey of individual practices. Requires the Department of Environmental Quality to conduct and publish an annual survey of consumers to analyze: (i) trends in the numbers of individuals who change their own motor oil, oil filters, or antifreeze; (ii) the proportion of such individuals who properly dispose of motor oil, oil filters, or antifreeze; and (iii) the reasons that individuals choose not to properly dispose of motor oil, oil filters, or antifreeze. This bill will not become effective unless funds are appropriated to conduct and publish the annual survey, and operate the toll-free hotline and website.
