SUMMARY AS INTRODUCED:

Student assessments; funding.  Provides that no local funds shall be required to support federally-mandated student assessments that are not required by the Standards of Quality or the Standards of Accreditation. Funding for such assessments shall be provided by the Commonwealth through state appropriations or federal or private funds.

The Standards of Quality and the Standards of Accreditation currently require Standards of Learning assessments in grades three, five, and eight, and certain end-of-course tests for high school. The federal No Child Left Behind Act (NCLB) directs the states, commencing with academic year 2005-06, to test annually all students in grades three through eight in mathematics and reading. To meet this NCLB federal annual testing requirement, Virginia will add reading and math tests for grades four, six, and seven in the 2005-06 school year.

Another NCLB-required (Section 1111 (b) (7)) test is a state-approved English language proficiency assessment for the 2004-2005 school year; Virginia has selected the Stanford English Language Proficiency (SELP) test to meet this requirement.
