Be it enacted by the General Assembly of Virginia:

1.  § That no locality shall be required to provide funding for any federally-mandated student assessments that are not required by the Standards of Quality or the Standards of Accreditation as of July 1, 2005. Funding for such assessments shall be provided by the Commonwealth through state appropriations or federal or private funds.
