WHEREAS, L. Karen Darner of Arlington, who represented the citizens of the 49th House District with great skill and compassion for 13 years, retired from the General Assembly at the end of her term in January 2004; and
WHEREAS, a native of Oklahoma and a graduate of the University of Illinois, Karen Darner was elected to the House of Delegates in 1991 to fill the seat vacated by the death of Delegate Warren G. Stambaugh; and
WHEREAS, during her tenure in the House of Delegates, Karen Darner served on the Education, Transportation, and Health, Welfare and Institutions Committees; and
WHEREAS, Karen Darner built an enviable reputation as a champion of public education, of working for the protection of children and youth and the enhancement of health care services; and
WHEREAS, Karen Darner served as chair of a legislative study committee on the needs of the foreign born and was vice chair of the State Immigrant and Refugee Policy Council; and
WHEREAS, Karen Darner sponsored legislation requiring that all public school students receive free textbooks and establishing a system for foreign language interpreters to be available in civil courts; and
WHEREAS, Karen Darner was also a strong supporter of repealing the sales tax on food and of the effort to allow Virginia high school graduates whose parents are undocumented immigrants to enroll as in-state students in institutions of higher education; and
WHEREAS, throughout her distinguished career in the House of Delegates, Karen Darner served the citizens of Arlington, Alexandria, and Fairfax County with exceptional compassion, dedication, and integrity; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend L. Karen Darner on the completion of an outstanding career in the House of Delegates; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to L. Karen Darner as an expression of the General Assembly's admiration and best wishes for a long and fulfilling retirement.
