Be it enacted by the General Assembly of Virginia:

1.  That the Code of Virginia is amended by adding a section numbered 15.2-2294.1 as follows:

§ 15.2-2294.1. Prohibition on certain legal actions; air installations compatible use zones.

No person shall bring any action at law or suit in equity against any locality, the Commonwealth or the United States because of, or arising out of, the purchase, after July 1, 2005, of any property that falls within an air installations compatible use zone, as established by the local armed forces commander, due to noise or other impacts associated with aircraft operation.
