SUMMARY AS PASSED SENATE: (all summaries)

Rail Transportation Development Authority. Creates the Rail Transportation Development Authority, which has the responsibility of identifying needed construction, reconstruction, improvements, extensions, and acquisitions of real or personal property used to provide for transportation of freight or passengers by rail in the Commonwealth. The Authority would be composed of nine voting members appointed by the Governor and confirmed by the General Assembly. Two members would represent passenger rail interests in the commonwealth including high-speed rail, inner-city passenger rail and commuter rail, and Virginia Railway Express. One member would represent Class 1 railroad interests in the Commonwealth, and one member would represent short line railroad interests in the Commonwealth. The bill provides that the Authority may not issue bonds; acquire property or rail transportation facilities; or collect fees and charges unless a comprehensive statewide plan for rail transportation projects becomes law by July 1, 2007.
