Be it enacted by the General Assembly of Virginia:

1. That the second enactment of Chapter 1041 of the Acts of Assembly of 2003 is amended and reenacted as follows:

2. That the provisions of this act shall become effective only if reenacted by the 2004 Regular Session of the General Assembly on July 1, 2004.
