SUMMARY AS INTRODUCED:
Secretary of Health and Human Resources to develop a health insurance plan. Directs the Secretary to develop a health plan for certain unemployed residents of Virginia based upon stated criteria. The plan is to be established on a statewide basis to obtain the lowest possible rates and requires financial participation by the insured.
