Exempts from the retail sales and use tax beginning July 1, 2004, and ending July 1, 2008, tangible personal property purchased for use or consumption by a charitable nonprofit organization established to increase literacy for adults who function at or below the fifth grade reading level, and for those seeking to learn English as a second language.
