Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 2.2-1131.1 as follows:

§ 2.2-1131.1. Separate utility metering required for state-owned buildings.

Effective July 1, 2005, all state-owned buildings and facilities shall be separately metered for electricity and gas. The Division shall monitor the amount of electricity and gas used in state-owned buildings and facilities to ensure that such buildings and facilities are maintained and operated in the most energy efficient manner. The Division may implement such energy conservation measures as it deems necessary.
