Virginia Resources Authority. Adds airport facilities to the types of facilities that the Virginia Resources Authority ("Authority") may help local governments finance, and enhances the ability of the Authority to collect local obligations due the Commonwealth by broadening the types of agreements that the Authority and localities may enter into.
