SUMMARY AS INTRODUCED:
Students with limited English proficiency; Standards of Quality. Amends the Standards of Quality to require school boards to identify students with limited English proficiency and enroll these students in appropriate instructional programs and to require state funding, pursuant to the appropriation act, for 10 full-time equivalent instructional positions for each 1,000 students identified as having limited English.
The state share for this staffing requirement is currently funded at $8,822,504 and $10,428,613 in the first and second year of the 2002-2004 biennial budget, respectively (§ 1-54, Item 145 F). This measure was incorporated in HB 2442.
