Authorizes the Virginia Board of Health to enter into an agreement with the State Water Control Board to manage certain aspects of the Virginia Water Supply Revolving Fund, such as reviewing of financial assistance applications and project bid documents, monitoring projects, and ensuring compliance with environmental review.
