Be it enacted by the General Assembly of Virginia:

1. That § 10.1-2105 of the Code of Virginia is amended and reenacted as follows:

§ 10.1-2105. Creation of Department; general powers.

A. There is hereby created, in the Office of the Secretary of Natural Resources, the Chesapeake Bay Local Assistance Department. The Department shall provide staff assistance to the Board and shall perform all duties incident to carrying out the purposes of this chapter. The Department shall be headed by an Executive Director. The Director shall be appointed by the Governor to serve at his pleasure for a term coincident with his own or until a successor shall be appointed and qualified. The Director shall be subject to confirmation by the General Assembly if it is in session when the appointment is made, and if not then in session, at the next succeeding session.

B. The Department shall administer and manage the Virginia Coastal Resources Management Program, which was established in 1986 to coordinate efforts by state agencies and localities in Tidewater in developing and implementing coastal policies, and to administer the program's annual grant award from the National Oceanic and Atmospheric Administration, Office of Ocean and Coastal Resources.
